As Senior Program Officer, Matthew brings over 6 years of international development and program management experience developing and managing public diplomacy, energy, security sector reform, humanitarian affairs, and good governance programs.

Since January 2023, Matthew has served as Senior Program Officer at EAI working across Asia in the Philippines, Nepal, Tajikistan, and Afghanistan, as well as Cote d’Ivoire, Kenya, and Somalia to promote religious tolerance, good governance, and other development programs that are grounded in social behavioral change principles. He oversees and manages the technical aspects of work implementation and ensures compliance with award deliverables and procurement.

Before EAI, Matthew served as Grants Management and Compliance Officer for Humanity and Inclusion working on a diverse 30-award portfolio, spanning across the globe implementing disability-inclusive programming and humanitarian intervention. Matthew also spent time working across the Sahel in Senegal and Niger on DOS-funded projects partnering with law enforcement and other security organizations to improve capacity-building and compliance with international standards, particularly around the rule of law and human rights initiatives. Matthew also worked across Central Asia, Senegal, Mongolia, and Ghana on USAID and MCC-funded grants that collaboratively engaged with foreign utility regulators to improve energy policy transparency and market-oriented reforms to improve overall efficiency in managing energy transitions.

Lastly, Matthew worked with Meridian International Center to implement the DOS IVLP, the U.S. government’s flagship public diplomacy program. Matthew managed over 20 international professional exchange programs connecting foreign practitioners with U.S. counterparts to encourage dialogue and cooperation on pressing international topics including healthcare, human rights, climate, and higher education.
