Jim Tobin serves as Chairman Emeritus and has been a member of the Board of Directors since 2006. He served as Chairman of the Board from 2013 to 2023.

Before joining the EAI Board, Mr. Tobin was a partner of Morrison & Foerster, acting as head of its San Francisco Communications Practice Group, and as Co-Chair of its firm-wide Communications Practice Group. His work focused on business and regulatory aspects of the telecommunications, cellular, and internet industries, domestic and international commercial technology transactions, and regulatory proceedings before the FCC, the California Public Utilities Commission, and federal courts.

Mr. Tobin served as Vice President, Regulatory Affairs and Senior Vice President and General Counsel of two telecommunications companies, and as Managing Member of a company which constructed, operated, and sold a “fiber to the home” broadband system to a large developer.

Mr. Tobin received his B.A, with honors, from the University of California – Riverside, and his J.D. from Georgetown University. He is a member of the California Bar and participates in technology and communications industry associations.
